That's why Cellcom offers the Lifeline calling plan - a federally subsidized program which provides basic wireless services to qualified low-income individuals. This is not a free service. But as a Lifeline customer, you receive a reduced rate on your monthly calling plan.

Program Eligibility: Only one federally funded Lifeline service is available per household. Additional lines of service are not eligible to receive the Lifeline calling plan discount. Eligible wireless subscribers must be at least 18 years of age and have a physical address and reside in Cellcom's licensed markets.
Eligible persons include those who participate in one of the following programs:
* Badger Care
* Food Stamps
* Supplemental Security Income (SSI)
* Medical Assistance (MA)
* Low-Income Home Energy Assistance Program (LIHEAP)
* Wisconsin Works on W2
* Wisconsin Homestead Tax Credit
For continued Lifeline service, customer is responsible for paying all monthly access charges and fees incurred during each billing period. Service will be terminated if monthly bill is not paid on time.
It is the responsibility of the Lifeline participant to advise Cellcom when benefits have stopped. Lifeline service will terminate upon loss of eligibility. In addition, the participant may be required to re-verify his/her eligibility.

Will I need to purchase a phone?
Yes, if you don’t already own a phone. Please include a certified check, cashiers check or money order (payable to Cellcom) in the amount of $72.65 to cover the cost of the phone and the first month's service with your application.
If you currently own an E911 compliant CDMA phone, Cellcom may be able to re-program your phone at no additional charge. Phones can be mailed or brought to Cellcom's Service Department at 1580 Mid Valley Drive, DePere, WI 54115.
How long will it take to get a phone?
When you sign up for service over the phone, in most cases, it will take a few days for your application to be processed and the phone to be shipped to you. To ensure proper delivery, you must have a valid street address. P.O. Boxes are not acceptable. When signing up at a Cellcom retail location, you will more than likely get a phone that day.

Other Important Information
Airtime is billed in 60-second increments.
Night and weekend hours are Monday through Friday 9:00 p.m. to 5:59 a.m. and all day Saturday and Sunday. Rates are valid only in the designated home area.
Nationwide roaming is $0.69/min (included long distance).
Cellcom-to-Cellcom minutes are only available in the designated area (see map). Both customers must have Cellcom service and signaling a Cellcom tower.
Cellcom reserves the right to deactivate any mailbox that has not been initialized within 60 days of activation or any mailbox that has not had any messages for over 60 days. Voice mail subscribers receive two call forwarding features at no additional charge. Minutes used checking voice mail are deducted from Cellcom-to-Cellcom minutes while within the Cellcom-to-Cellcom designated area.
Call forwarding includes 60 minutes of forwarding to a non-Cellcom exchange per month. Forwarded calls beyond 60 minutes per month are charged $0.25 per/min. On all forwarded calls additional long distance, roaming charges and taxes may apply.
Nquire calls are also charged any appropriate airtime and long distance.
Use of Quik|TxT Messaging, Picture Messaging, Video Messaging and other data services is subject to the
Data Acceptable Use Policy.
Cellcom reserves the right, without notice, to change rates and coverage areas that do not adversely impact the consumer. In all other situations, a notice will be given. Rate maps indicate where rates apply and may not depict actual service availability or wireless coverage. Coverage areas depicted are approximate. To inquire about specific service availability in a geographical area, contact Cellcom's Customer Service at (800) 236-0055. Geographic terrain, weather conditions, and type of equipment may affect cellular coverage. Wireless service is subject to technological limitations, including capacity and tower availability.
Prices do not include taxes, fees, or other charges. Taxes on monthly access, airtime, equipment, and long distance may apply. A $25 line set-up fee will be charged on all new line activations.
A Federal Regulatory Fee and Other Recovery Fee will be charged on all rate plans. This charge is associated with the cost of administering and complying with government-mandated programs such as Wireless Number Pooling, TTY (Text Telephone), CALEA (Communication Assistance for Law Enforcement Act) and Wireless Number Portability. A USF (Universal Service Fund) will be charged on all rate plans. An early termination fee of $200 may be charged. An E911 fee will be charged on all rate plans.
